Emilie Buxton Assistant Researcher
Emilie Buxton is an early-career policy researcher with professional experience in planning and transport policy at Transport for London (TfL). She holds a BA (Hons) in Geography (2:1) from Durham University, where she developed a strong academic foundation in political geography, urban governance, and social research.

Her research interests lie at the intersection of international development, geopolitics, emerging technologies, and public policy. She is particularly interested in examining how demographic change, inequality, gender inclusion, and digital and physical infrastructure influence state resilience, strategic autonomy, and place-based policymaking. Her work also explores the evolving nature of international development, with a focus on the transition from traditional aid models towards partnerships centred on artificial intelligence, institutional capacity, critical infrastructure, and technological innovation.

At London Dialogue, Emilie contributes to research on geopolitics, development policy, emerging technologies, urban resilience, strategic governance, and the policy implications of global technological and geopolitical change. As an Assistant Researcher, she supports the institute’s research programmes through policy analysis, evidence-based research, and publications on contemporary international affairs and strategic policy issues.
