Dr Gulshan Rafiq

Non-Resident Fellow, London Dialogue
Dr Gulshan Rafiq is an Assistant Professor at the National University of Sciences and Technology (NUST), Islamabad, and Chief Organiser at the Consortium for Asia Pacific Studies (CAPS), Pakistan. She holds a PhD in International Relations from Fudan University, Shanghai, and an MSc and MPhil in Defence and Strategic Studies from Quaid-i-Azam University, Islamabad.
Dr Rafiq has previously held appointments as an International Relations Analyst at the Pakistan Atomic Energy Commission, a Research Associate at the Islamabad Policy Research Institute (IPRI), and a faculty member at Quaid-i-Azam University and the National University of Modern Languages. She has been a Non-Proliferation Fellow at the Center for Non-Proliferation Studies (CNS), Monterey, and at Sandia National Laboratories, New Mexico, and has undertaken professional training at the TMC Asser Institute and the Organisation for the Prohibition of Chemical Weapons (OPCW), The Hague.
Her research expertise spans conflict resolution, Chinese and US mediation roles in South Asia, nuclear non-proliferation, and contemporary international affairs. She publishes regularly in international and Pakistani outlets, including the South China Morning Post, South Asian Voices, and Modern Diplomacy, and is a frequent commentator on regional security and great-power politics.
At London Dialogue, Dr Rafiq’s expertise strengthens the institute’s research across its South Asia Security, USA-China-Russia Strategic Competition, and Nuclear Politics programmes.
